Chief Executive Officer

Margaret joined the Cobaw team in 2011 and is the Chief Executive Officer. Margaret’s role follows a diverse career in a number of disciplines, including education and health. The extensive experience and leadership gained in four government departments and a number of not for profit organisations bring a diversity to community health management. Margaret has a background in education where she spent the first part of her career.

Colin Hatcher

Colin joined the Cobaw team in 2016 and is responsible for leading the transformation, quality and growth of Cobaw’s programs and services.

Prior to joining Cobaw, Colin held senior appointments over nearly 20 years in the tertiary education sector across Australia, the United States, Latin America, India and the Netherlands. Colin is Co-Founder of Endeavour Learning Group and, most recently, led Central Queensland University’s vocational training and education nationally (outside Central Queensland) as Executive Director of Train@CQUniversity.

Colin has a Master of Legal Studies (International Law) (ANU), Postgraduate Diploma in Practitioner Research in Education (IOE, London) and Professional Certificate in Management (Melbourne Business School). Colin is a Member of the Australian Institute of Company Directors, has served on the Vice-Chancellor’s Advisory Committee and Academic Board of Central Queensland University and is currently a Member of the Governing Council, Higher Education (ATMC).

Colin has a background in mental health rehabilitation services where he spent the first part of his career in the early 1990s.

Julie Cairns

General Manager Organisational Systems Development

Julie commenced as General Manager Organisational Systems Development in December 2016 and will lead the organisational culture and systems improvements that underpin Cobaw’s service excellence.

With a background in Social Work, Julie has a strong career foundation in direct service delivery in both central Melbourne and regional Victoria, including case management, community development and program management roles. Julie’s more recent roles have focused on systems implementation, project management and quality improvement. Julie is passionate about supporting health and community service organisations to be responsive to the community’s needs, and to think creatively about building community health and wellbeing.
